Well I think it would be great for spreading everyone out rather than just everyone using donor rebel. Their are loads of houses up past sofia and I feel like it would become a hotspot.

Well there is a Kavala HQ, Athira HQ, Pyrgos HQ, Air HQ and a Highway Patrol HQ(Sofia basically) 

For Rebels, there is Athira, Donor and Pyrgos rebel. It seems slightly unfair that cops have a placement on the east side of the map where there is no rebel outpost, Sofia would probably get a lot more active with the new rebel outpost and Highway Patrol would finally have some sort of match. (from a balance perspective)

From a balance perspective I see tossing a rebel up in Sofia to actually be a bad thing since it removes some risks, also you are only looking at balance from one side which is cop vs rebel but you also need to look at BH vs rebel, rebel vs rebel, and civ vs rebel. In 2 of those you might see it as in balance change for the better but when you take into account the average gear loadout for cop vs rebel you actually make it so travel time from that rebel to that location shorten really it will just be a bloodbath, which really just pulls cops from the other side of the map if something big breaks out leaving it unmanned from the APD. From rebel vs rebel nothing really changes, BH vs rebel you make it harder on BH and last civ vs rebel  the civs lose out.

You don't really need to replace one. Add a couple more illegal activities to that side of the map to get use out of it. Currently the Sofia side of the map gets used for nothing. Asylum can do with a map change to keep things fresh tbh, shuffle most of the sites around, they've been the same for how long now? Only things that need to stay the same is Cartels and inner city locations.

Map shuffle is a nice way of keeping the server fresh without putting a lot of time into coding new features.

With them not wanting to add a 4th rebel (for years now, this isnt a new idea) even if they switched locations one of the others would probably be removed to place the one in Sofia if the map gets balanced over there.  Tho rearranging things could be cool

The only reason cops wouldn't want it is because they just don't want anything to be easy for rebels really, BH's have a huge complex literally 500m max from Sofia that can view all over Sofia and even to heroin processing. Not to mention the fact if rebels are caught up in this area, they have no where to go, no where to retreat. For example, if cops go to coke pro, where would the runner go? Rebel. Because he knows he can either 1. escape cops or 2. hold them off while he waits for friends or until cops all die/give up. If cops go to heroin pro, where would the runner go? no where, the nearest rebel is around 8km away but if you take into account you can't directly drive there, its likely a 12/13 km drive. The only chance he has is to try drive away but you can only drive for so long before you are cornered. If anything this is a heavily needed balance on the east side of the map. It would even out the playing field for rebels. 

While the rebel may not actually be the best suited due to how OP it actually is, it's definitely nerfable, all it takes is to take out the tower, put a pillbox or a 2 storie house and poof, its balanced.
