Ski mask system Revamped Exclusively for Rebels

This suggestion is just an idea about making ski masks actually do something besides hide your name as they were made to do in the past. 

Idea: 

The use of ski masks requires that a player be a rebel (with a license, no BHs allowed). The player must also have a specific talent to use an identity concealing mask. 

While wearing a mask, the player's identity is concealed and the crimes they commit are NOT automatically added to the wanted list. If a player commits a crime while wearing a mask, the crime is added to their bounty but the total bounty is not made public because nobody knows who they are. Only the bounty they had before wearing the mask shows.

After ONE HOUR, the player can remove the mask and their crimes committed during the duration of wearing the mask will not have been recorded to their bounty. HOWEVER, if the player's mask is removed during the one hour time frame (by themselves or another player, i.e. a cop or a BH), then all their committed crimes will be added to their bounty

Why ? Masks are very common and making them exclusive would be retarded.

No, this would kill the bounty hunter faction, make people roleplay less and rebels would be op af, any group could do a lot of shit and go unpunished, as cops are not that powerful and don't usually hunt people down.

Also masks would become a consumable ? Would you clean your bounty after an hour and the timer reseted ?

TL;DR: read the BOLD

So basically you want cops to just roam the map removing peoples masks and hoping they are wanted? And you want all the rebels to be able to commit crimes without punishment

yes, because right now everybody roams the map as BH because BHs are now the new rebels because they have rebel level weapons. So what is the incentive to play rebel more often again? nothing. Lets give rebels SOMETHING that defines their criminal lifestyle. Also, any incentive to make the cops get out of cities and roam the map is worth it imo. You could add talents even that give a percent chance of a cop being able to recognize someone even if they are wearing a mask. IDK drop the top and cook it up. Its a basic idea. <3

As of right now the police force is needed in the cities and will always be needed but in Asylum, without police in the cities its straight hell. No control, no law. Kavala is already hard as it is to control.

only fresh spawn newbies hang around kavala. If you are trying to control what goes on in any city, you are doing something wrong. The cops can't protect anybody as it is right now, that seems to be done by bounty hunters and well everyone in the general public carrying a weapon for self defense. stop giving the cops credit for stuff they don't do.

When im in kavala, ifrits own the streets. You see more as an officer then you do a civ. Not to mention the huge gangs that come through and kill everyone. Not to mention all of the RPGS and suicide vests. Also the APD does a hell more of a job then those bounty hunters.

yeah and officers have been ignoring ifrits since the dawn of time in situations where things are too hectic and they are outnumbered...

There's was another topic in this section that jokingly showed a graph of the number arrests made by cops compared to BHs. I don't know if the graph itself was legit somehow, but either way, just by playing the game for a few hours at any given time any player can tell that BHs do a lot more to stop crime than the cops do. In fact, the ticket first, jail second policy of the APD makes them irrelevant, if anything, it encourages criminal actions. Cops don't enforce the law, they allow criminals to skate by it. LOL

My point is that BHs are essentially the cops, and Rebels the robbers, no matter how you look at it. But the rebels have been drastically underpowered by the past BH buffs. After all, tazer bullets are OP af, everyone agrees on that, especially when they are rifle calibers like the 6.5 MX. Rebels need something to call their own, and 7.62 isnt enough. I wouldn't be surprised if BH gets ak47 with rubber bullets in the near future lmfao.

The Ticket First Jail Second policy is a way to actually harm the criminals financial stability in my opinion. If they don't pay the hefty ticket they go to jail. Now why you may see Bounty Hunters arresting more is because of us giving tickets and parole. Because in Altis its not just about sending people to jail without giving them a chance.

Also not to mention Bounty Hunters have no restrictions what so ever, whilst the APD does.

Even though most crimms in gangs are loaded anyways.

When you have an illegal firearm or did a violent crime thats automatic grounds for your weapon to be siezed, so you don't really need to go to jail for that.

Bounty Hunters aren't protectors of the city. We are, we're here to "Serve and protect." They're just to get bounties. Not to mention bounty hunters are also a major problem in Kavala causing the issues.

The graph wasnt a joke it was factual. It also leaves out people processed by ticket/pardon/parole and limits to only arrests. So any situation where someone would have been pardoned or paid a nominal fine was not presented in the graph.  

In regards to this idea? Its terrible.  Rebels are proud of their bounties and try to get them as high as possible. The mask is simply a tool that prevents people from seeing you from a distance without binos to help curtail random text initiations.
