Reapered
To get the scroll wheel options off of your screen, go to your controls and under Common, change what ever the scroll wheel options are to something you would never use. For example, if you have Right Panel Mode as a scroll wheel option, you would rebind the Right Panel Mode in your controls to something like right control. You can thank @Gnashes and @Dredd for this information. If anyone has any questions, feel free to contact me! Those things bind on their own no matter if you're using new control preset or not. Easier to change 2 things than change the preset then change all your custom action keys again.
