I had this problem a few months back, but after a few days of experimenting I found this solution.

Open up your Arma 3 Local Files and then open up another file browser and go to C: -> Windows or wherever your windows folder is

Find Speech_OneCore and delete that and the folder two folders below it (I forget what it is, it's like system63) or something

Go back to the Local Files and find the Certificatearx and find the STATUS7539SAV folder and delete that.

Then just restart your PC and you should be good to go!

You have bought a new PC so it isn't a hardware issue. (Unless you have been so unlucky to get bad hardware)

Are you using the same HDD / SSD from your old build?

No, The support center i talked too said its an arma issue most likely having issues with the newer hardware and that all i can do is wait or downgrade
