FPS =/< 3

Can anyone suggest how to avoid these types of frame drops. Seems to happen more often at cartels. Ya ya ya upgrade schmupgrade.

I would try out these settings that clint linked in his post here. Before i purchased a SSD, this is what helped the most. But if you start saving now to get a SSD, it will transform your entire computer.
