This will then lead to people who quit, and they will then blame the admins for not taking care of these rulebreakers. Rulebreakers need to be reported to preserve the preexisting population. What I'm understanding from your message is that we should not bother to report rulebreakers and instead let them ruin the population. Rulebreakers have no good intentions anyway; report them. If the people really are newcomers, it is understood that they are not familiar with the rules. They're given lesser punishment if reported and will, most of the time, come back as a better player.
