Its kind of stupid that a suicide bomber still has to initiate even though he is visibly wearing a vest and can be downed at anytime, and the vest is worth $50000.

But he can't be downed at any time. People still have to initiate with him before he can be shot.

Cops will down you if you have one on all the time even if you don't initiate on them as well as before they initiate on you. Personally I think that should be addressed.
