can police kill you in helicopter while having a bounty?

i was piloting and some officer (im not gonna name him) downed me while i was in my heli which resulted in a crash - is he allowed to do that? i lost my heli and still had bounty (he pardoned me but didnt comp my heli which i very much loved)

If he initiated properly with you, yes, he can shoot you. If you get downed and your heli crashes, he's required to give you a pardon, as he did. If he disables your engine or damages your heli and you crash, it's considered to be your fault for not knowing how to land a damaged helicopter. He's not required to give you comp.
