What about houses? I am fine playing on Server 3 when its packed or when its dead. I play random hours based on work and free time so being forced to go to one server isn't worth investing time or buying properties.
If population is an issue just remove #3 (although I think it is fine, all server - from my prospective - population for all servers tends to hover around the same player count with one having slightly more until a restart happens and then that player count shifts to one of the other servers server; rinse and repeat. Could call that the "transient" player base).
Personally I dont care to play on server #1 at all, sometimes #2 with #3 being best imo.
Put a lot of work into setting up my houses so at this point if they are removed or not available when ever I need them I would be done with "seriously" playing Altis life (as it would be the third time this happened for me).
Also - when are those screen caps from? East coast US times all three server typically have at least 30+ people on each.

There should be a way to craft body armor, CSAT clothing and other items of tactical gear. The way I thought it could work, is to make it craftable at black market, through a second sign so as not to over load the current crafting menu. It should require various materials like weapons do, for example: 
1 tactical vest of any color should require 10 iron ingots and 10 opium.
1 CSAT fatigues should require 20 iron ingots and 20 coke.
1 suicide vest should require 20 cut diamonds and 10  processed oil and $25,000.
There should as be an option to sell to the black market, for the more expensive items. In addition but not necessarily, the price of these items at rebel could very due to supply and damand.

It was a fun fight. Alot of the cops really enjoyed the tug of war for the strider even tho it wasn't worth it but it was fun.

This was a great fight! After a month of absence, this was the best refresher anybody could ask for. And only the APD could have just enough brain cells to continually fight this. I hope to participate in many more fights like these in the future. 
 
Moment of silence for @bbgreg17 and @DaX. May your Hurons be the new homes of many fishies! 
Final roll call for those who lost their lives in this fight. The department will remember you! 
Top and OICs will reminisce about this day and ponder if the statement was truly worth fighting for.

Thanks to the boys who helped me get it back

Two Hurons three hummingbirds and countless lives were lost.
 
But it was all worth it.
It wasn't the cost, it was about making a statement.

So I missed a lot of the shooty shooty action of the strider chase since I was driving or in custody most of it, but here is my POV.  A lot of people said this was a blast.

The threat of the rebels has come to an end in Therisa. Civilians and their families have started to move back into their homes and populate the area again. Officers may now patrol the town of Therisa freely again.
Officers are still not to be in the area for a prolonged period of time.
Flashbang Grenades
Flashbang grenades may no longer be used to intentionally destroy vehicles in any circumstance.
Any officer caught attempting to do so will have disciplinary action taken against them.
