All this effort to make a change that will have little impact on the server as a whole. How about addressing the "merry-go-round of federal events" instead of things that suffer from it? Here's a TLDR for your thick head: Fix the illness and not just the symptoms

The volatility of vehicles, bullets, and explosives must be equal. They should make armored vehicles and bulletproof vests with your thick head.

Do you build and assemble guns with bullets loaded into it? No. Guns themselves are not volatile but explosives are. You should be modqued.

Balance it by making it so processing explosives may cause you to explode by chance.
