Introduction
This guide will provide the Asylum Police Department (APD) with basic policies on proper police procedure. Please direct any questions to Sergeants and above.
Basic Police Conduct
Always keep weapon lowered when there is no threat. (Hit L-CTRL twice) Always be respectful to civilians and other officers. Always follow server rules and police procedures. Always stay in character.
Probable Cause
Probable cause is the reason for an officer to take action. (The standard by which an constable or agent of the law has the grounds to obtain a warrant for, or as an exception to the warrant requirements for, making an arrest or conducting a personal or property search, etc. when criminal charges are being considered.)
What is Probable Cause?
Probable cause is:
Seeing a person or vehicle in an Illegal Area. Seeing a suspect that is on the wanted list with a bounty of $2,500 or more. Grand Theft and Attempted Auto Theft charges A civilian carrying an illegal firearm or driving an illegal vehicle. Suspect evading arrest. Witnessing a civilian self-incriminate (admission to possessing contraband, committing a crime, etc.). Seeing an RV emitting smoke. Seeing a person purposely off-road and attempt to drive around manned APD checkpoints (doing a 180° turn to avoid a checkpoint is not probable cause). Someone currently in the process of committing Grand Theft or has committed Grand Theft but has no charges. Any individual found inside the Federal Reserve. Off-roading (you are only granted probable cause if they do not give a role play reason as to why they are off-roading). A civilian who enters a police headquarters of their own free will. Anyone driving or with keys to the Bank Delivery Mission Camo Hunter Probable cause is not:
You see a truck on a highway, it is NOT probable cause. You see a vehicle NEAR an illegal area, it is NOT probable cause. You are told someone is doing something illegal by a civilian, this is NOT probable cause. Seeing an RV NOT emitting Smoke Knowing that a civilian has committed crimes in the past.
Witness Types
Direct Witness
If you personally witness a crime, then you are allowed by law to restrain the individual(s) and charge them accordingly, be it with a verbal warning, ticket, or jail time.
Eye Witness
If a civilian provides intel of a crime, it is often very difficult to determine the legitimacy of such claim. Therefore, gather as much evidence as possible, and move forward. (IE: 911 Call comes in about a Red SUV traveling well over speed limits on the highway near the airport. If you see such a vehicle with said description, it is enough to pull them over and question the subject (this does not give you probable cause to search).
Relayed Witness
A relayed witness is simply another officer giving you his first hand information on a crime and/or suspect. Proceed with Direct Witness Procedure at this point.
Grey Area
Unfortunately, this comes with the game, and must be treated with legit role-play.
For example, you see a vehicle on a road to/from an illegal area, it is not means for probable cause. HOWEVER, you may pull them over, and question them. You may ask to search them or the vehicle, if they give their consent, you may search their vehicle. If they refuse, you are not allowed to search. If you do NOT have probable cause, you need the civilians consent before you can search. If you are ever unsure as to whether or not you have probable cause, ask a senior officer. If one is unavailable and you cannot get a definitive answer, assume you don’t have probable cause to search. It’s better for one criminal to get away, than for officers to overstep their bounds and violate the rights of the citizens of Altis.
Wanted List/Confronting Criminals
One of your primary duties as a police officer will involve handling civilians on the Wanted List. There are several important points to remember when approaching a civilian who is wanted.
As a Police Officer your primary weapon is your VOICE, you always speak first and use your weapon second. ALWAYS announce yourself as a police officer when confronting a suspect. (ie “Altis Police, can I speak with you?” If possible, try to identify you suspect by name, as to get their attention. Always speak with a suspect before restraining, never run up behind a suspect and restrain them without first making contact with them.
If a suspect flees, you are allowed to use non-lethal force to stop them. If a suspect requests to speak with a superior officer, you must respect their request and get in contact with a senior officer (SGT or above). If one is not available you may proceed with your duties.
Searching
You are allowed to search a civilian if one of the following criteria is met: you have probable cause or you are given consent by the civilian in question.
If you do not have probable cause, you may ask an individual if you can search their person and/or vehicle. If the individual gives you consent, you are free to search them and their vehicle. Obviously if they have something illegal on them, they may not consent. Even though you may suspect they have illegal substances, without their consent you cannot search them.
If you have probable cause, you may search and individual and/or their vehicle without their consent. Just always be sure to follow proper police procedure and always ensure that you have probable cause before searching. If you are ever unsure, ASK a superior!
Ticketing
The Asylum Police Department has a ticket first, jail second policy. Meaning, you should always attempt to give the suspect a ticket for their crimes. Civilians have the right to skip the ticket process and go immediately to jail. Below are a few procedures you should follow when giving tickets.
You will find that many civilians may decline the first ticket you give and request to be sent to jail, only to change their mind at a later point. While it is acceptable to give them another chance to pay the ticket; do not give a civilian more than three chances to pay a ticket. If they refuse the third attempt to pay the ticket, take them to jail. At this point they are only stalling and wasting your time. Always issue a single ticket for all charges and check wanted list. (IE. You see a civilian shoot and kill another player. After restraining them you issue them a $5,000 ticket for manslaughter.
They pay the ticket, as you are about to unrestrain them you realize they are on the wanted list for multiple other charges. You CANNOT keep them detained and re-ticket them. It is YOUR responsibility to check the charges BEFORE issuing the ticket.)
Arresting
After refusal to pay a ticket, you may take a suspect to jail. This is done at the nearest Police HQ. When you arrive at the Police HQ, inform them why they are being sent to jail. Keep in mind, if they request a supervisor at this point, you still must comply and request a senior officer. However, the senior officer does not need to comply if they are busy or too far away. At this point you may send them to jail and collect the bounty.

Standard Operating Procedures (SOP)
Purpose
To establish a standard that all officers should abide by while on duty.
Standard Guidelines
As an Officer with APD you will be expected to follow the Department's Standard Operating Procedures while on duty. All Officers are expected to be courteous and professional at all times while on duty. While on duty you are expected to role-play and follow all server rules at all times. Breaking server rules or role-play may result in disciplinary action up and including possible termination from the Asylum Police Department.
Use of Force
The use of restraints (hand-cuffs) is justified when:
A civilian(s) is a threat to themselves, other officers or civilians. A suspect(s) is on the wanted list and needs to be ticketed/searched. You witness a suspect commit a crime. Civilian(s) are interfering with police investigations(Give verbal warning first). The use of less-than-lethal force (rubber bullet) is justified when:
An individual is evading police on foot. An individual is evading police in a vehicle and ignoring verbal commands. An individual is open carrying an illegal firearm. The use of deadly force is justified when:
Ordered by the highest ranking officer at the scene that is Sergeant or higher. If only Corporals or Constables are on scene, then they must seek permission to go lethal from the highest ranking SGT+ who is on the server. If no SGT+ is on the server, then the Constables and Corporals on scene must take a unanimous vote to go lethal To kill the gunner of a .50 cal offroad, armed Jeep, and armed Quilin. To kill gunners that are on the benches of a Hummingbird Helicopter or in the back of an Offroad/Prowler/Quilin if the gunners are actively firing on officers. To kill a suspect that is in an unreachable location. Locked houses are not deemed as unreachable. Role-playing
As a member of the APD, you are expected to set an example to others on the server. You should role-play all situations to the best of your ability. Small details during a role-play can produce great results and make the game/server interesting. For example, if you pull someone over for speeding you could possibly notify them that their tail light is out or that their tires look like they need air. The sky's the limit when it comes to role-play.
Character
You are to remain in character at all times when you are playing as an officer of the APD. This requires discipline at times, and if you cannot comply with department policies, or there is just that one person constantly getting on your nerves, it may be time to take a break.
When acting as an APD Officer, you must adhere to characteristics that are becoming of an Officer. This list could be changed at any time, as it can easily be quite extensive.
You MUST role-play EVERYTHING. Be respectful towards civilians and other officers no matter what rank. Do not use profanity to harass civilians. Do not have sexual intercourse role-play while on the job. Do not lie, cheat or steal.
Crowd Control/Interference with police investigation
Often times when you are questioning suspect on suspected or known crime, you will have other civilians attempt to annoy, distract, or in other words, remove you from your duties. It is acceptable to restrain nearby civilians who are impeding you from performing your duties. The best solution would be to conduct your interview/investigation in a less populated area, sometimes this is not possible, if that is the case you can use the procedure below for crowd control.
Procedure
Notify the individual(s) that they are interfering with police work, and may be restrained if they do not immediately leave the area. After a verbal warning and adequate time you may restrain anyone impeding your police work. If multiple suspects are restrained and you are alone, it will likely be necessary to call in backup, as civs will often attempt to escort each other away from the cops. Continue with your questioning of the original suspect and warn/ticket/jail accordingly. Speak with additional detained suspects about their interference with police operations. It is your choice to warn or ticket them for interfering with police business. Additional Notes
Always keep in mind that as a member of the APD, you represent the Asylum Server. When playing as a civilian or a police officer, you should always strive to set a good example to all players. As a white listed player you are held to a higher standard than others and are expected to know and obey the server rules, if you are found violating the rules of the server you can expect to receive more harsh punishment.

For someone who recently got banned for racism I cant understand why someone can walk around with "Chigga" infront of their name. Its clearly a mix between two words (dont need to write em down). Just wanted to see If Im not the only one seeing this. Just want to clarify that I want free speech on the server and dont care about racism, but admins got to decide if they want to stop racism or allow it. They cant keep on with allowing some people/things. #FreeSpeech

You clearly aren’t aware of the previous ACTUAL server issues that occurred. Where we are now is a far better place than previously. When the server dies, it dies fast and the teamspeak goes down with it. It’s DDoS.

While on active-duty as a member of the AFD, you must adhere to the standards of an AFD member. Below are simply a few points of the otherwise long list of characteristics:

It is important to remember, that as a member of the AFD, you are held to a higher standard than a non-whitelisted player, you represent the server and community as well as yourself. Regardless if you are playing as a Civilian, Fire/EMS, or Police Officer, you should strive to set a good example to any player you may encounter on the Server(s). You are expected to know and obey the Server Rules found here. If you are found guilty of breaking any Server Rules, you will be held accountable not only by the Asylum Staff, but also in your Altis Fire Department career and record.

Promotion Process
EMR - (Emergency Medical Responder)
EMR is un-whitelisted, Everyone can play medic as EMR. They must still follow the Official AFD Policy. EMT - (Emergency Medical Technician)
EMRs have a training period to go through prior to being accepted as an EMT. In order to be promoted from EMR to EMT, They must meet the requirements found HERE, Have a total playtime of at least 8 hours (480 minutes) in the last 30 days, AND pass the EMT Exam. The exam will be based on Official AFD Policy and will be conducted by a Paramedic or higher. AEMT - (Advanced Emergency Medical Technician)
To be promoted to AEMT, an EMT must remain active, provide enjoyable roleplay, uphold AFD values, and be able to lead when required. Applications are required. Promotions to AEMT will be offered as seen fit during the first week of the month. Applicants will be voted on by the Active Paramedics. If you are looking to apply for the position click here. To be promoted to Paramedic, an AEMT must remain active, prove him or herself able to uphold the standards of the AFD, promote enjoyable roleplay, and be able to maintain a level head. Paramedics are expected to lead when necessary. Paramedics are the core of the AFD staff and will assist the Chiefs in administrating the faction. Inactivity
EMTs who do not play medic for 60 days will be subject to demotion. Inactive EMTs who decide to return within 5 months of being removed for inactivity can retake the EMR interview and the EMT test on the same day to get reinstated to EMT. -

Basic AFD Rules
AFD members must be loyal to all AFD Policies, as well as follow Server Rules Any AFD equipment must only be used by AFD Members, you may not share anything with anyone not on-duty as an AFD Member AFD members may not be kidnapped by gangmates, if this were to happen you may not help them during a federal event or give them AFD issued gear You must remain in character and roleplay with other players, failure to do so will result in disciplinary action Be respectful to fellow AFD Members, Police Officers, and Civilians Do not use profanity or harass anyone Do not bribe, lie, cheat, steal, pick up/use Illegal items, or plant Illegal items on people (trying to bypass any of these in anyway is also forbidden) If taken hostage, do not give gangmates or friends any AFD issued equipment Never kill people or accept weapons from other factions (Thank you, Zaka) If there is an obvious indication that the person you're trying to help is going to get shot again (such as when a hostile player is near the person), don't revive/narcan them. Use some decency and decide if the person has a window of opportunity to escape the situation rather than just get shot right away. Do not transport anyone in or out of combat Don't go AFK on medic Do not give callouts to civilians/rebels or the APD while they are in active combat. All AFD members the rank of EMT or higher must be in the AFD specific TeamSpeak channels while on-duty. Also remember to be in the channel that corresponds to where you are so others know what cities could use help. Your in-game name and TeamSpeak name must match so you can be identified Off-duty AFD members below the rank of Paramedic are restricted from joining medic TeamSpeak channels If you are not a whitelisted cop, you may only enter cop channels if you are the medic that will be aiding them during the federal event. When assisting the APD during a Federal Event, you are then permitted to be in an APD Federal Event Channel which corresponds to the Federal Event with "(medic)" next to your name. Federal Events and Redeploying
Only 2 medics are allowed to attend a federal event. 1 medic is assigned to cops and 1 assigned to rebels. If you are attending the event alone, you can choose either side to help. You must also be in the incident command channel or the appropriate cop channel in order to attend. There is no limit too how many times you can go back. AFD members are able to redeploy to a city that requires their attention. They are also allowed to redeploy for any federal event or to go back their original cities. If more than 6 medics are online you may still use the redeploy feature to deploy to cities that you receive a 311 or a revive request from if no medics are within 3km of the revive/311 request. Exploiting/Glitching/Bugged Players
If a player is exploiting, glitching, or bugged this is the only time you are allowed to break Roleplay and inform the player of the issue If a player appears to be exploiting, glitching, or using bugs on purpose (i.e.: to give themselves a gameplay advantage), please report them as you normally would here Response
For single medic requests, the first AFD member to arrive on scene is entitled to the revive. For a multiple casualty incidents, try to divide up the work among yourselves. While on duty as a medic you have a duty to act and must make an attempt to revive any civilians or police. The only exceptions to your duty to act is if your scene is unsafe, whether a civilian will be shot again instantly or a civilian, cop, or rebel is being hostile towards you (actively shooting or kidnapping AFD personnel). Flight Medics
Do not hover around populated areas just to be annoying. Either land or fly away. Do not land in the middle of a road. If your helicopter gets damaged/destroyed, it will be your fault. House Repair
AFD Medics may respond to house repairs upon requests. In the event the APD blew up the house, AFD medics must wait until APD has completed their search warrant before any attempt to rebuild the house. AFD medics may not rebuild a gangmates house, or their gang house. Medics may not rebuild homes owned by affiliated members. Medics are not allowed to repair their own house. Random Drug Testing
AFD Medics will not be able to participate in the use of illegal drugs while on duty. Due to an increase in PTSD among AFD members, the use of medical marijuana will be permitted while on duty. For those with nicotine addictions, the use of vapes will be permitted to combat withdrawal symptoms.
A-EMT+ Policy
Vehicles
Hunter
Hunters can only be operated by medics ranked A-EMT+. Limit 2 Hunters per city. The Hunter is intended for defensive use only. Its purpose is to provide a higher level of protection when responding to hostile situations. They are NOT to be used in an offensive manner, i.e. to ram other armor. Doing so is strictly prohibited. You are allowed to permit anyone below A-EMT to operate hunters if you remain in the vehicle. Hunters may be given to lower ranks only during federal events (The A-EMT will be responsible for them and the vehicle)
Taru (Medical)
As this vehicle is unable to sling other vehicles, standard procedure for helicopters will be followed when flying. AEMTs are allowed to let lower ranking medics fly the helicopter, however must remain in the helicopter with them. Paramedic+ Policy
House Entry
Paramedic+ only Ability Medical requests ONLY When making entry to revive someone, the Paramedic+ should announce who they are and that they are making entry to render medical aid. Paramedics+ are tasked with the responsibility of ensuring that their entry will not allow anybody else to enter. If civilians and/or cops are near the doors, do not enter. Vehicles
Strider
Striders can only be operated by medics ranked Paramedic+. Limit 2 striders per city. You are allowed to permit anyone below paramedic to operate striders if you remain in the vehicle. Striders may be given to lower ranks only during federal events (The paramedic will be responsible for them and the vehicle) Taru (Sling-load version)
Medics ranked Paramedic+ now have access to the standard Taru helicopter Medics are NEVER allowed to sling load a vehicle unless they have permission from the owner/driver. Medics may NEVER sling load an illegal vehicle. Following standard policy, medics may NEVER lift any civilian or cop vehicles into or out of combat areas. This includes transporting police to an HQ so that they may respond to a federal event faster/transporting civilians to rebel so they can gear faster. Tarus may be used to lift other MEDIC vehicles into combat areas so long as existing policy is still being followed regarding federal events and illegal areas. If another medic wishes to fly a Taru, the paramedic must remain in the helicopter with them at all times. TeamSpeak
Paramedics+ are not allowed to enter police higherup channels at all (unless you’re a retired higherup). Have a SGT+ give you permission before joining their channels. Police ranks should never be given out, even if it's just for the memes.

Illegal Areas
Altis Fire Department members are to avoid illegal areas while on patrol. The only time an AFD member is allowed to enter an illegal area is when they receive a !311 text alert or a Medical Ping
The following are considered illegal areas that are (off-limits, unless requested by !311 or the Police):
Drug Fields Drug Processing Locations Drug Runners Wong's Food and Liquor Drug Dealers Chop Shops Distillery Black Markets Cartels (Uncontested) Rebel Outposts / Aircraft Carrier Plane Crashes Uranium / Nuclear Power Plant (A-EMT+) UFO Crash Site (A-EMT+) Rebel Airdrop (A-EMT+) When responding to medic requests in illegal areas, revive and heal as necessary but leave as soon as possible to avoid bringing unwanted attention to the people you help.
Federal Events
Only 2 medics are allowed to go to federal events, and you have unlimited lives. One medic helps the rebels while one helps the cops. If you are attending a federal event, you must be in the incident command channel or the appropriate cop channel (if you are helping the cops). Medics are prohibited from assisting gangmates/affiliates at federal events.
Medics at federal events will now be allowed to help the other side (rebel/cop) if their primary side becomes hostile to them.
Example: You show up to an active bank robbery and decide to help the police. The police actively try to lethal you. You would now be allowed to help the rebels instead despite there being another medic helping them. This means that there could potentially be 2 medics helping one side. This will work both ways.
Note: You may not switch to the rebel side if your gang/affiliates are doing the event.
If you switch sides, you may not switch back for the remainder of the federal event.
Federal Event Armor
Paramedic+ can bring a total of two armored vehicles to federal events. If the paramedic helping one side has one, the one helping the other can have one as well.
If it is a paramedic helping Rebel/Cop and there is a lower ranking member attending the federal event as well, the paramedic has an option to hand a strider to the lower ranking member for the duration of an ACTIVE Federal Event.
Altis Shipping Robbery
Medics will no longer use the Incident Command channel when responding to the Altis Shipping. All medics may respond and will have an infinite number of lives. Any medic may use armor if authorized by a paramedic+. You are to remain neutral during this event and not choose a particular side. Helping gangmates/affiliates is still prohibited.
Rebel Air Drops
Medics rank AEMT+ may enter rebel airdrops if they receive a !311 or revive request.
Plane Crashes
All medics may respond to calls in Plane Crashes as long as they receive a !311 or revive request.
Cartel Fights
AFD members are prohibited from entering contested cartels (Keep 1km distance from all active cartels). If you are kidnapped and brought into a cartel, you are not allowed to revive anyone.
If you're at any cartel or federal event, you are not allowed to revive gangmates or known affiliates at all.
Gang Turfs
AFD members are allowed in gang turfs when they are not contested. Once a gang turf is contested, each medic is allowed to enter and give one life if they receive a !311 or revive request. You may not assist gangmates/affiliates at all.
Aircraft Carrier
The Aircraft Carrier is to be treated the same as rebel outposts. You may enter with a !311 or revive request.
Gang Fortress
Medics are prohibited from entering the gang fortress when it is contested during designated times.
Purge Event
Medics of all ranks are prohibited from entering the purge event zone for any reason.

EMR
Emergency Medical Responders (EMR's) are the lowest rank in the AFD. EMR's are learning the ropes of how to provide proper care as a Medical Healthcare Providers as well as learning all the policies.
EMT
Emergency Medical Technicians (EMT's) are a higher rank than an EMR. EMT's are able to provide the basic level of care and are the core of the AFD.
Advanced EMT
Advanced Emergency Medical Technicians (EMT-A's) outrank the EMT's and EMR's. EMT-A's can provide advanced life-support. They are better equipped and have been taught a higher level of care than a regular EMT.
Paramedic
Paramedics are the first Fire Department Staff position. Paramedics provide the highest level of care in the life-support system. Paramedics will be able to perform high-risk rescue operations with their top of the line equipment and training. Paramedics will be in charge when present and have full authority in the absence of the Chief/Assistant Chief. The Paramedics will handle any Internal Affair report on EMR-Advanced EMT.
Assistant Chief
Assistant Chief(s) are the highest rank in the AFD aside from the Chief. The Assistant Chief(s) are the policy creators and make procedures. They are the people that assist the Chief and resolve issues in the Chief's absence. The Assistant Chief(s) has the responsibility on overseeing the AFD. The Assistant Chief(s) will handle any Internal Affairs report on Paramedics, they also have the authority to handle any Internal Affair below the rank of Paramedic if they deem it necessary.
Chief
The Chief is the leader of the Fire Department/EMS. The person with this rank will have the absolute final say in all decisions regarding medical policy and procedures. The Chief has the authority to place any policy/procedure he wants as well as veto any suggestion in its entirety. The Chief will handle Internal Affair reports on the Assistant Chief(s).

Roleplay
Roleplay within the AFD is a must. You are free to create your own persona, however you must follow the Server Rules and have proper etiquette when you are on-duty as an AFD Medical Provider. Failure to roleplay will be met with severe disciplinary actions. The main guideline is to RP in a manner that is enjoyable for yourself and others. EMS members should not be toxic or generally unpleasant. Never go out of your way to ruin somebody else’s experience.
AFD Equipment, Gear, and Vehicles
AFD vehicles are an important tool that can be utilized to make life easier for the Members of the AFD. When using a ground unit, you are only permitted to use lights and sirens enroute to a dispatch. While flying an air vehicle for the AFD, you must have collision lights on at all times, the lights and sirens are again only permitted when enroute to a dispatch. AFD personnel are exempt from collision light/lights and sirens when entering a hostile (illegal area) to avoid drawing attention that can be harmful or lethal. It is suggested that earplugs are used within AFD air vehicles and set to at least 20%, this is not a requirement simply a recommendation.
The use of AFD equipment and vehicles above your rank is now prohibited without the permission of a Paramedic+. EMRs-AEMTs are prohibited from driving Striders unless a Paramedic+ is in it. Blatant misuse of vehicles include blocking off roads and pulling multiple at a time when not necessary. As well, don’t use your sirens and horns unless you’re going to a medic request. Misuse of vehicles also includes giving it away to people other than AFD members. You should never allow other factions to take your vehicle. Never use your vehicle to transport people into or out of combat. Transporting between passive areas is fine. Never use your AFD vehicles to assist with crimes (drug transport, weapons trafficking, etc.) Due to the rise in gas prices, Tempest Fire Trucks will be limited to two per spawn city. Anyone found to be Dropping, Selling or Storing armored medical gear may face server related punishment, as well as a permanent AFD faction backlist.
Kidnapping
If an AFD member is kidnapped, they are only able to drop UNARMORED gear and medical equipment per kidnapper demands. Dropping any armored items is completely prohibited.
You are never allowed to give gangmates/ affiliates/ friends any AFD gear, even if they kidnap you.
Traffic Objects
Only 5 placeable traffic objects can be used per situation. Anything added afterwards will be considered misuse of AFD equipment to avoid excessive use of the objects. Please be mindful of how you use the objects to avoid hindering other players’ gameplay too much.
Never use barricades to block of a road or passageway completely. The use of placeable objects at federal events, cartels, and illegal areas is prohibited. Objects should never be placed in combat.
DOAs
Medics are not allowed to loot dead bodies, you may not pick up illegal explosives or contraband. If illegal contraband was discovered, leave it alone or report it to the police. If a speed bomb is reported on your car you must take it out of the populated area.
