    Foreword: 
    A number of our team members have spent quite a bit of time the last few weeks in getting this out to you guys.  We have fundamentally changed the way our staff operates, the APD is represented, increased our security and processes, and done quite a bit of work to shift our community away from loud, toxic assholes and back to fun, light-rp guys.  This is the first step, additional posts will announce more content, staff changes, and policies in the coming days.
    The biggest thing we need to fix is the community, no piece of content is going to do that, it is on us as owners, and our staff to help our community recover from all these toxic cunts.  I am always here to discuss concerns and will try and hold community townhalls to just discuss things regularly. -Fitz

    Altis Workers Union The Altis Workers Union is a new faction for civilian players.  These members have access to select facilities to sell items, buy weapons, and work within the law.  They are by definition law-abiding citizens, not able to have the training of a rebel, or a skiptracer.  Have access to higher caliber weapons to use for self-defense, (Legal with the license) Have access to the Dock Worker in Kavala which grants an 10% sale buff on most legal items Any vehicles bought/pulled out come with a built-in low jack which is activated when the vehicle is lockpicked The APD is then notified and given live updates on the vehicle's location The license can be revoked for uses included in an APD Policy to be released in concurrence with this post. IEDS Rebels can now buy improvised explosive devices to place around the island. Buy the IED from Rebel, hit "Use Item" via the Phone menu Place the bomb where you want to put it and prime the charge Call it from your phone to watch it explode You can defuse an IED with lockpicks once it has been placed There is a chance that it explodes if you try and defuse it, a higher chance if you did not plant it APD officers have better chances of disarming IEDs via the calling of the bomb squad.  Send a 911 message to the APD and officers will report to the scene. While an APD vehicle is close to the IED officers will be able to scroll on their trunks to "Activate Bomb Squad" Once an active EOD officer, you will be able to try and disarm the bomb. (Don't worry cops know what they're doing) Upon death or successful disarmament of the IED, cops will get their original gear back. There is also a chance that IEDs will spawn at random around the map. APD officers will be notified with a rough location and be able to defuse the bomb and sell the disabled device. Cotton Cotton has begun to grow in a field East of Kavala Go run and gather the cotton Bring it to the Cotton Gin in DP2 to process it before selling at the commodities trader/Union Docks Tobacco Tobacco has sprouted along the coast Southeast of Kavala Run and gather the tobacco Dry the tobacco over a campfire (This can be sold at the union docks) You can buy "Raw Papers" from a hospital, and then roll the cigarettes in your inventory whilst having dried tobacco and papers.  These are sold at the Union Market/Commod Trader You can buy "Raw Papers" and combine them with dried Tobacco and unprocessed marijuana at the Cigar Factory (Near black market production)_ to process cigars.  These are sold at wong Evidence Gathering Missions APD officers now have the ability to start an evidence collection mission from any APD HQ, by scrolling on a vehicle NPC. Drive the transport truck to the crime scene and collect the evidence Once the evidence has been loaded you can drive back to the directed HQ, once you arrive you will be prompted to deliver the mission. There is a chance that civilians will receive a notification when a delivery truck has been dispatched, and the location of pickup/delivery, so be careful! Sherrifs Department APD Officers may now deploy for the sheriffs department when joining the island.  This faction is designed for those who wish to roleplay, and patrol the cities of Altis. Sheriffs officers are excluded from the numbers required for federal events, although they may be requested as backup in accordance with APD policy. This faction is a blank slate, for role players and experienced officers alike to play in the cities, patrol nearby and engage with the community. Policy has been worked out to ensure that we ease our players into this, with additional development opportunities in the coming weeks.
    Mafia Strongholds With the recent development of a union on Altis the Italian Mafia has setup shop with support of local union leaders.  There are two Mafia compounds on the island which have associated illegal loot for the taking.  These compounds can be breached by civilians (As a federal event), or by APD officers as a raid event. Civilians which successfully defend a mafia compound will be able to steal the loot seized by the APD, and be rewarded for stopping the raid. The process to rob the compounds are the same for both factions.  (Cops can buy demo charges and crow bars at the APD shop, rebels at rebel) Place a demo charge on the main gate of the vault.  ~5 minutes  Use crowbars on the crates inside the compound to open them up ~60 seconds to pry open each crate Grab the sealed containers from the open crates and sell them at the rebel outpost/cop item shop
    Tractor Harvesting You are now able to farm bushes with tractors. (Replacing that dog shit garden truck).  Tractors will harvest bushes not in towns, that are in front of the vehicle while it drives. Strife Domination In addition to our core domination which is hosted on S1, we're now introducing an extended version which will be hosted once a week for starters. (Saturday afternoon, time to be announced) This version is designed to elevate the battlefield, extending the existing arsenal and vehicle garage with the rest of A3. What’s Included in the Extended Version? Armored Vehicles: Expanded Weaponry: Item Persistence: All vehicles, weapons, and equipment introduced in the extended version are restricted to the domination zone. This ensures that high-tier assets remain available only within the designated combat area. (any exploiting will be a bannable offense) Tutorial system Mandatory Tutorial for New Players: All new players will now be required to complete a tutorial upon first joining the game. [TUTORIAL MODE] Tag: During the tutorial, players will have a special tag, [TUTORIAL MODE], displayed in front of their name. Protected Learning Environment: Players with the [TUTORIAL MODE] tag are to be left undisturbed, except for receiving help and guidance. Enforcement Against Disruption: Any player found intentionally disrupting or ruining the experience of those in [TUTORIAL MODE] will face strict administrative action. Money prestige system We understand this change might come as a surprise, but we’re evolving, and we ask you to give the new Money Prestige System a fair shot. Let’s see where this journey takes us together (we can always revise it along the way, we will listen to your constructive feedback on this). We believe this system strikes a balance that benefits everyone: Grinders now have even more reason to push their limits and be rewarded for their efforts. Cartel fighters will not be constrained by an arbitrary 1 million cap that forces them into endless grinding loops, the 10 million cap offers a wide enough range to play a normal cartel fighting lifestyle. Starting Money Cap: All players will begin with a money cap of 10 million. Any earnings beyond this cap will be redirected towards Prestige. Prestige Progression and Cap Increase: Upon accumulating 10 million Prestige, your money cap will increase by 1 million, allowing you to hold up to 11 million in the bank. This progression continues: for every additional 10 million Prestige earned, your money cap will increase by another 1 million. Prestige Rewards: Prestige will offer exclusive rewards to recognize and reward long-term dedication. Legacy Earnings Conversion: Any money accumulated in V2 and V3 will automatically be converted to Prestige upon your first interaction with the server. Vehicle Insurance After Destruction: Destroyed vehicles will now remain in your garage. Instead of purchasing a new car, you can repair them for their selling price, saving both time and money. Stolen Vehicles: However, if your vehicle is stolen, it will not be recoverable, and you’ll need to acquire a new one. Added an additional free fire rebel  
    Changed:
    Combined achievement metrics between V2/V3 Centralized locations around cities. New APD HQs New Altis Penitentiary  New Bank of Altis Prisoners now pick cotton to reduce their time Increased economic viability of legal money-making methods (Im not writing them all) Gang Boat and Fort will now be equipped with an electric fence while they are not active. (So you can’t camp them) Removed region lock, (more description to come before release with timing, etc.) Money spawning for admins Admins are no longer allowed to spawn money in for themselves As a thank you for being a helpful member, each admin is rewarded 5k for their troubles every 5 minutes they are in game. They are allowed to spend this on anything they like. We fixed all the known bugs too, I'm not writing them down either  
    As stated, there are additional pieces of QOL and playable content that are awaiting play testing, they will be pushed ideally the week of Thanksgiving, (Or after depending on holidays).

    Helicopters
    Old
    Sergeant+ patrolling in a helicopter must make use of the Air Patrol channel to patrol illegal areas without the need of a ground unit.
    New
    Sergeant+ may patrol illegal areas in a Helicopter without need of a ground unit.
    Traffic Stops
    Constables+ may make use of traffic cones and road barricades for the following reasons. Concrete Barriers are still not to be used outside of checkpoints.
    To signal a road closure due to a crash
    To signal of an active traffic stop
    To tape off an active crime scene.
    To secure an area around a known IED
    To cordoned off a section of road to make use of an ad hoc landing pad.
    Officers are to their best ability to clean up any remaining objects after the aforementioned situations are finished.
    Road Barricades and Cones shall not be used to stop a fleeing vehicle.
    Corruption
    Sergeant+ may now allow Civilians to keep Illegal items if they meet the following criteria additionally must not be associated with the party.
    Non aggressive
    Civilian with the new player tag
    Or
    Civilian was apprehended due to a game bug or a server rule violation
    Before
    Corruption/Metagaming
    Abusing APD role to affect player's civilian outcome or vice versa. May include:

    Sheriff's Department
    Any officer Constable+ may patrol as a Sheriff Deputy. The primary duties of the Sheriff's Department are as follows.
    Ensure the safety of the civilians
    Enforce the laws of the island
    Respond to local 911 pings to their best ability
    Patrol Officers may request Sheriff Deputies for backup at Federal Events after they already made an initial push and deems additional firepower is needed. Sheriff Deputies deployed this way may only make 2 organized pushes before returning to patrol, unless any of the following are true.
    The Evidence Lockup is being robbed 
    It is not required for an initial push to be made to request backup for Evidence Lockup
    The amount of Rebels outnumbers all officers on duty (including Sheriff Deputies) 
    When requested for an Admin Event or Event Coordinator Event. 
    Sheriff Deputies are expected to handle the majority of Issues on their own. A Sheriff Deputy may request backup from Patrol Officers for the following reasons.
    Transportation of a suspect from one hq to another if the Sheriff Deputy deems the hq has been compromised
    To gain access to a civilian home.
    No Sheriff Deputy regardless of rank has the authority to seize inventory of homes.
    To request a Higherup if the only other Higherup on duty is a Patrol Officer.
      Altis Workers Union
    Union Workers are trusted members of the community and are authorized the use of a higher firepower of weapons to defend themselves.
    Officers may seize a Union Workers License for the following reasons.
    They commit crimes totaling $5,000 or more without a valid reason
    They use any of the additional Union Workers firearms against any member of the APD
    Officer may Revoke a Union Workers License for restart for the following reasons
    Union Worker assaults APD officer’s using a weapon only obtainable with the Union Worker License 
      Built-in Low Jack
    Any vehicle possessing the Built-in low jack will be considered a “Vehicle with a tracker” in regard to standard Illegal Area policy

    How the Event will work:
    The APD will start at a unknown location and be transporting evidence to another unknown location. These locations will be announced as the event goes on. Officers will be able to use any gear at their rank and all officers must use lethals at all times (Better gear may be handed out). The objective for officers is to protect the hemmit that is filled with evidence and get it from Point A to Point B. Civilians/Rebels objective is to steal the truck and drive it to the nearest Rebel outpost. Whoever the winning group is will receive a payout of $1 mil or more depending on how many people turn up to the event.  The truck will be a KOS zone anyone found around the truck for up to 500m can be shot by anyone.
    (Note: Anything above is subject to change by the Staff Team to help even out the fight)

    (Any rules broken will result in being admin jailed or a Event Disruption Ban)
    No explosives are to be used on the convoy truck, they are allowed to be used on other vehicles though. You cannot purposely blow up the transport vehicle or destroy it by using any method. They must either have a Constable+ come shoot the guy or they must leave them.     The Staff Team will be hosting a APD Convoy Event Tuesday (08/13/2024) at 6PM CST on Server 1. To join the event you will simply just show up and fight with a group.
    How the Event will work:
    The APD will start at a unknown location and be transporting evidence to another unknown location. These locations will be announced as the event goes on. Officers will be able to use any gear at their rank and all officers must use lethals at all times (Better gear may be handed out). The objective for officers is to protect the hemmit that is filled with evidence and get it from Point A to Point B. Civilians/Rebels objective is to steal the truck and drive it to the nearest Rebel outpost. Whoever the winning group is will receive a payout of $1 mil or more depending on how many people turn up to the event.  The truck will be a KOS zone anyone found around the truck for up to 500m can be shot by anyone.
    (Note: Anything above is subject to change by the Staff Team to help even out the fight)
    Rules:
    (Any rules broken will result in being admin jailed or a Event Disruption Ban)
    No explosives are to be used on the convoy truck, they are allowed to be used on other vehicles though. You cannot purposely blow up the transport vehicle or destroy it by using any method. (Watering, shooting with armed vehicle, etc..) All officers must use lethals at all times, cadets may down but cannot restrain. They must either have a Constable+ come shoot the guy or they must leave them. Officers are not to seize any vehicles or disarm any civilians/rebels during the event.  Medics are allowed to attend but cannot chose a side they must help everyone there. As a medic you must wait till combat is over in that area before you revive. You cannot kill medics unless they are reviving a guy that you have told them not to revive. (Do not body camp) Note: If there is a good turnout and players still want more events after the convoy then additional events may take place.

    So to be honest with you I don’t know everything with how some of the moonshine stuff works but I’m gonna hit on a few points that you made. So regarding the tractor, we currently have a gardening truck in the game that is a off-road that you can buy at the truck shop (should be called gardening truck in game) where if I’m not wrong it will grab up things like corn when you are in field around the bushes. Again I haven't used it so idk the ins and outs.
    I don’t think we need to have specific corn fields since corn is all over the place just like barely is.
    Regarding your point in risk and the intensive process, moonshine was nerfed after the patch as it was making too much money for the risk. We have a team of developers that look deeply into the numbers and calculate risk vs reward and make changes to sell prices. So to give you a little bit of a back story pre wipe we had issues with player interaction. If you add to many things for people to make really good money then people aren’t interacting and it becomes stagnant fast. With moonshine you can make it anywhere in the map as something like herion or coke or scotch you have to go to the same place every time which adds more risk. If you want less risk you make less money basically. I will say to help you can take of measurements of how much time it takes you to do each thing. For instance:
    Gathering a truck load of Corn: 30 min
    Getting yeast and water from the store: 15 min
    Processing a truck load of moonshine: 30 mins
    Driving to sell: 20 mins
    This are definitely not accurate but you get the point. If you do this please be honest if you can drive and hit every rock and that slows you down take a little bit of time off or if something out of the ordinary happens. We know the times are going to vary but this helps and saves us a lot of time when trying to look into something like this.

    Bit unfair, the objective given from leadership was to strip the game down for wipe not add more features. "Asylum Vanilla" if you will
    I can tell you i spent alot of hours in spreadsheet simulator and made mistakes
    1.) Forgetting moonshine existed
    2.) A comma on the tempest resulting in a lot of storage
    3.) Phosphorus/Hyrdogen were a bit strong.
    4.) Bank jobs were strong then i over nerfed it. 

    My biggest contribution was going over every single talent @Fitz and @ObiWokiremoved. and ensuring the buffs were properly applying. ((Did pretty well we only missed one lockpicking buff)). Lots of time was spent on integration hell as multiple people were removing mechanics at the same time. We removed a fuck load of mechanics. The problem with asylum is while yes one dev might remove LSD. If you don't go to every single file where LSD is located it causes issues. So i had to verify that every item that was removed was not in other hidden places. Login Bonus/Random events + 100 other things where we may have given you removed items had to be checked. And i can tell you with the hours we pulled. Alot of mistakes were made that had to be QA'd.

    Then finally the last week was spent in spreadsheet hell. Turf perks, cartels. Anything that could be sold/bought/crafted/arrested/earned/sent/spawned/flown/driven stored/started/stopped Everything had to be verified that it was paying what it was supposed to. On a surface level yes its fairly brain dead. But it took @Akula @HunterB and the entire support team and a few wiki team members a lot of time. I spent more time than all of them in my test server fixing what they found. Did we miss stuff? For sure. We didn't exactly get a lot of heads up once the decision to wipe was made. Also right in the middle of the busiest time of the year for me. Lost a lot of sleep and fixed hundreds of bugs most players didn't even realize existed. 
    I also chased a ton of phantoms in the code.

    The cop ratio now also counts dead civilians
      So to answer your question bluntly. None. But content was not the goal given from leadership. Its also not what the community was asking for pre wipe. They wanted polish. I changed dozens of hints and wordings to make the game more clear.

    Going forward am i working on new content?
    Again not really. I handled alot of tickets and bugs directly after wipe. Biggest discussions now are working towards a roadmap and what content should be re-added as well as on-going monitoring and changes post wipe. I just spent a good hour or two with @DarkKnightlooking into the cop prestige changes and seeing if the rate players are unlocking perks is what want or if its too slow. The same is being done for BH/Infamy/Gang perks. Housing storage is also on the list for discussion. i have pulled information and am waiting for the next dev/cm meeting to go over storage numbers and possibly house limits.

    Asylum development is 10% making the thing. 90% stopping you guys from breaking or exploiting it. IE. underwater gold panning, again missed that one ;/
