I think the rewards were the problem.... 1mill$ and 5k infamy for first place, you can make that money and infamy while doing normaly drugs.. 5keys that will probably be bust..... if the rewards were better i think more people would have joinned.

Evidence Lockup should have by default 1mill and everything that got seized should be a bonus. If Evidence has over 100mk1s the rest of them should be turned in money/gold... or something since it would take a stupid amount of space and time to store all the mk1s! (same thing could be done to other guns/items) Also the Tempest should be impossible to destroy, worst case someone uses sui vest or other bombs or vehicle ram to blow it, it should lose engine wheels etc Because! imagine waiting for a month for the Evidence to get fat and some cunt kid uses a speed/remote bomb/sui to blow the tempest. Right now its too easy to blow things up.... you dont need skill to use an ifrit and speedbomb to blow the living crap out of it.....

Why not keep both server? Have the old server and the new at the same time for those who want to enjoy the old server and the new fresh one. Leave them for 1week and if you see that one of them is low pop just keep the higher pop one after the week.
