Definitly a no from me. Imagine you're kidnapping people and putting them in a house. You call the police to set your demands for their release. However at that moment someone is shooting at you and you run off. The situation is unsafe for the kidnapper to return to and decides to leave. Kidnapper doesn't deserve a ban in my eyes, you can disconnect after being in restrains for 10mins without punishment.
Another situation is where i would personaly make use of detaining someone in a house for 10mins. Let's say a person has been constantly harrasing people, vdming or simply being a dick. I would want to stop that person and "punish" him, by leaving him in a house for 10mins. In my eyes that shouldn't be bannable either.
Even if you make it bannable to leave someone in restrains without RP, someone who intends on doing it will then just give you the bare minimum and leave you again so he can't be banned.
However if you run into someone who is consistantly kidnapping you and placing you in a house for the full 10minutes and ruins your gameplay. I would say report him for his behaviour and submit a lot of proof to prove your point. But in general i don't think kidnapping and leaving someone should be bannable.

Being stored in a house with no desire to further RP or anything else should be banned or regulated in my opinion.
I'm talking about the storing of people in a house and then just leaving them there for the entire duration, and them having to kill themselves in order to leave once the ties come off.  It's a complete drag on gameplay and overpowered since houses are so secure.

The length of a ban on a player is not your concern. If a player is breaking the rules, you need to report that player and not retaliate by breaking the rules yourself.

My suggestion would be that getting to applicants interviews faster. Waiting 15 to 16 hours over 3 days for an interview and the an Lt shows up and does only two or off four guys waiting and then leaves without a word is un professional.

I wonder how you ever made it past Corp. You are honestly the most retarded person Ive ever met. They must have promoted you to meet the people with disabilities requirements. 

I waited 3 days 5 to 6 hrs, one day an Lt was there and I contacted him after waiting an hour. That is what the room description says to do. No response, is it that hard to say not today.  No big deal I come back tomorrow.  The next day waiting again an one shows up does two interviews and leaves three of us in the whitelist room.  Once again I sent him a message no response and then he leaves without a word.  How hard is it to message an applicant and say I am done for the day.  

All through the APD SOP it says how you are held to higher level then the rest of the players and should represent the server.  Is it that hard to just type come back tomorrow?
It does say this room is APD Suggestions and I gave mine.  Thats all just a suggestion.
If those of you who can't take a suggestion put in the suggestion forum area then maybe you should refrain from reading it so you do not get your feelings hurt.
Oh well another day in Altis life.
 

You can set up a time and date with LT @Alec-I. Just send him a PM on the forums.
He's very passionate and will take you under his wings to teach you all there is to learn about the APD. 

used to be a load of fun on cop 5 years or so ago but for years its been a simp game. interviews are far and few between but I wouldnt advise wasting your time on waiting.

I've been trying to score an interview for about 3 weeks now with no luck. Is there anyway to set one up in advance for a specific date and time?

Understand that now, but they could let people know that. Then they could concentrate on something else instead of standing by on TS waiting and waiting and not knowing it is a waste of their time,  it is not that hard and is respectful to let  those who are waiting know. 
I would think that recruits would be a priority, and who knows how many have given up on the wait like I did.
Maybe you do not need any more police?
Oh well another day on Altis.
