You need to have a house to make a gang. To buy a house, you need to have the house talent. (You also need a license to own a house.) houses starts at 40K. To make the house into a gang house, you need the talent to turn a house into a gang house/head quarters. I suggest making a group first via Y menu. It's free.

I think this is more like a compensation report more than a suggestion. I suggest you to make a compensation report, be patient though. Something like this happened and the Administrators have a lot of work to cover.
