This happens to me quite often and I still don't have a solution. I don't know if it's really a RAM issue/ CPU/ or video card issue. My video card is dying out and I've been getting massive frame drops on most of the games I play, so I assumed it was that. But another person that has the same issue as us, told me he uses the integrated video card. Long story short. I don't know the cause. 4 solutions that work 50% of the time A ) Restart my computer B ) Run as Administrator C ) Verify game cache through steam D ) Turn off computer and come back in an hour
