By the time anyone gets through any prompt the person they want to engage on is gone or not in a good position anymore for the 'easy kill'. Also, you're basing your idea off the assumption that people can follow directions and aren't idiots. -
That's more of a honesty thing. Do you REALLY know where you are if you're blindfolded? No. Also server mechanics hide you on the map so other cops dont just zerg the kidnappers.

As someone that has largely played cop over the years and has seen the change (not always for the better) I partially agree with this. Most cases I've personally seen has ended in the death(s) of the officers in the area due to members of those gangs swarming the area like flies to a rotting corpse. Some cases the civvy is a fresh spawn with literally nothing on them but wanted for 5k. If there wasn't the almost constant threat of being sniped or vested within these 'dangerous neighborhoods' then the APD wouldn't ALWAYS be so jumpy when talking to a civ. Anyone remember the days when the APD would largely process on site rather than always taking the time to drive back to the HQ? I do! It was nice.
