Let me lay this one out.

The vermin is both a bounty hunter and rebel weapon. The only thing that determines which one is which is the magazines.

If a bounty hunter were to have downing magazines, it is not illegal. The bounty hunter is entitled to have those magazines. The downing magazines make it a BOUNTY HUNTER weapon.

If a bounty hunter were to have lethal magazines, it would become a REBEL weapon and therefore illegal.

If anyone that is not a bounty hunter has it regardless of magazines, it's illegal.

Officers should try and meet hostage demands (that's a recommendation).

However, in the event that your demands are deemed unreasonable or officers believe that a safer approach to the situation would be to use force - that is for them to decide.

The rule is - if the suspect has attempted to kill an officer or has already killed one, the suspect is to receive a full ticket unless the suspect roleplays for at least 5 minutes, then it is at the discrection of whoever is processing to lower the ticket or go further.

@Spek_ and I were flying around tracking bounties. I open up Steam to see if someone was still on my friends list, and as I tab back in, I accidentally hold my W key down... then this happens.

The flare gun cannot do any damage to you. He/she can't kill you or down you with it, therefore he/she cannot attempt to kill you.

For those wanting documentation on this - you may charge someone with a crime that you or another officer saw the civilian commit up until a server restart. (It's not 5 minutes, it's until the server restarts)
