No more jail time for rebels. It's too much of an inconvenience between having to do chores and homework. Therefore if you have a rebel license, you should be excluded from jail time and guns should cost 90% less at donor rebel because who has time to grind? Moving on,
If cartel locations are an issue, make a thread on it, and all you active cartel fighters can suggest new locations that people would fight over. Could Wong's or Oil be changed in a way to make people want to fight over them? (IE: Wong's takes bigger cut if you don't own the cartel, put rubber back in the fridge, or would a better location do it?) Why do majority of the cartel fighters choose Arms? Is it because of its closeness to rebel? Or because OG / Church are balanced in terms of attacking/defending? Genuine questions here.
It sounds like your main issue is that no cartel outside of Arms / maybe Drug is worth fighting, so the other 5 rebels (Therisa rebel being the good one) are useless. Also, if I'm not mistaken, was there not multiple threads created asking for a rebel on Arms Island?

Why don't you spawn elsewhere, take the time to gear up, and then just fly to the cartel you want to fight   Or would that be too inconvenient for someone trying to fight cartels?
If the courthouse were to be removed, that'd be insane. Cartel fighters are NOT playing a different game from the rest of us. You log onto the Asylum servers, you should be subject to the same things the rest of the playerbase is; and that includes getting caught by Bounty Hunters. This is a life server, with consequences (getting a bounty, cop force, BHs) for your rebel/cartel actions. Why should an entire town be dedicated to "basically only spawn here if you want to fight cartels."

Been here for 4+ years.  Yes it is.  Anytime something does not go in favor of the big gangs they flip out and cry.  Been that way a long time.
It might just be the vocal minority, most of it on forums,  I could definitely concede that.   I just think it is funny that people started bitching about cops going to donor(safe space) and now there is a policy against cops going there   One that an admin was quick to make sure people knew it was a cop rule and not admin rule.   That would lead me to believe they did not agree with decision,  this is my own opinion so I could be wrong of course. 

Lol, you are joking right.  This is a meme about rebels crying about bounty hunters being in donor.  They flipped their shit when someone brought up a bounty hunter shop there.  I hate bounty hunters aswell,  but this community is full of snowflake rebels that expect everything and everyone to cater to them.

So recently rebels have just been sitting on the office building in Kavala camping, waiting for nakeds to spawn to get them and basically ruin their day. Now I know rebels are allowed to camp red zones, but they are also allowed to camp respawn points? There's one rebel in specific that constantly camps, not @ing anyone. Me and probably a large handful of Kavala rats are against the camping of Kavala and would like something to be done about it.
Only allow rebels to spawn in Therisa unless there's like 20 cops in Kavala.
I'm making this because many rats just wanna roll around Kavala with our Hemmits and not deal with rebels. Please make this a thing, or something similar to this. Just don't let rebels camp Kavala.

Honestly All this catering to the minority of the server that fights cartels all day is getting old.  Throw a bounty hunter shop in there to balance out the cop changes.

Remove bounty hunter MX's and Hunters. Then Id be fine with it. But bounty hunters are currently way too strong so maybe try gearing up at skip tracer and playing it smart instead of zerging with pistols.
 
It would be way too easy to shoot someone in the back pushing a cartel, blindfolding, and driving off. But you all make it seem like the only option you have is to camp vehicle spawns.

I think there should be one.  I don't get why people believe they should be safe from cops and bounty hunters so they can do their cartels.

That, I can concede to. I understand "getting back quickly" is a thing, and when you only have limited time everyday to play, you want to cartel fight and not sit in jail, but to play devil's advocate, should your (generalized, not you specifically) "I need to get back quickly" mindset hinder a bounty hunter's job/hope of bringing a law-breaker to justice? 
If it were up to me, I'd absolutely put the BH shop out of town, and possibly even add a second garage/DMV for rebels to have another way of escaping. To me, at the end of the day, it is a RP/Life server that needs a good balance between:
Law-abiding civs / those who really do seek the RP / those just kickin back and playing to de-stress, relax. Kavala trolls Rebels who emphasize robbing others / blowing shit up / causing havoc (like DS) Rebels who prioritize cartels / fighting all the time Medics (not the VDM'ing ones though) and even the APD. to ensure that the servers stay populated and thriving.
