Common earplugs issue fix

A lot of people are complaining about their earplugs not working properly.

• Earplugs were changed to Custom Controls -> Use Action 12

• Make sure you only have your earplugs bound to Use Action 12 only. If you have it bound to both 10 and 12, you'll have issues with your earplugs.

It's simple,

Set Use Action 12 to whatever you had 10 set to.  And set Use Action 10 to the Windows key.
