Back Story @Bag Of Funyuns ran me off the road and used pit maneuvers to stop me from stealing his car but did not kill me I submitted a report only to be told since I did not die there is no consequences so until told otherwise and action is taken I will VDM as much as I want.

When getting shot at hitting them with your car is "OK" as long as they live Depends on the exact scenario, if they are shooting at you and blocking the only exit you can run them over to leave so long as you dont swerve to hit them and have no other escape options

 

TLDR. Think of getting spangled just like being downed by a BH. Its still RDM even though you didnt "Die" and see the respawn screen

You are seriously mis quoteing the context of the specific case.

Each case is handled separetly. Applying what was said to every single instance of VDM would be incorrect.
 

Rolling barricade (Also known as pit maneuvers/Blocking roads) is perfectly allowed so long as no one dies.
