Has there been a change as to how and when cops can seize illegal items?

If cops kill or down you after a fed, while outside the fed. Can they seize gold bars inside one minute if a higher up says do it?

I found this in the dashboard.

OK, we were told by a Lt last night after he seized gold bars out of a quillin, that a higher up can seize immediately if he thinks its necessary.  He seized them inside 20 seconds

As Lucien said the captains do not have to follow the guidebook, obviously if they go too far with it then the captains will have a chat about it. With your situation could you be more clear? How far away from the combat were you? We’re any shots fired that you could hear?

The situation being referenced was not actually an LT who said it. It was DarkKnight who did it. As I understand it, he did it because all of your partners in crime had been captured at that point. As Chow already said, Captains are not required to follow the guidebook, but are generally expected to have a reason for why they are not doing so. If you want to discuss this more, I would recommend speaking with Dark directly.
