First off, run the PSU paperclip test. It's easy and should tell if your new PSU is actually functional (in most cases at least): https://www.youtube.com/watch?v=acr6u9oXOv4

If you figure it's working fine and and all cables are plugged correctly, and considering your tower won't even boot for a couple of seconds, I think it's safe to assume your mobo is indeed the new issue here. It has probably fried along with the PSU.

Just to make sure, you can try try unplugging your video card and using your mobo's integrated VGA and then cleaning up your memory sticks and/or alternating them as you try turning your PC on. But I honestly don't think those are the issue.

You could have easily shorted every component in that system depending on how it happened, if you wanna test your motherboard you wanna set up a simple test bench with just the basic components outside of the case and start it using a screw driver in the jumper. You can probably find a tutorial to do this stuff on youtube.
