Are you asking for the removal of downing rounds? If so, this will never happen.

Any bullet, lethal or downing has the ability to 1 shot someone. Yes we can go to the age old debate of are downing more OP than lethal. I don't know. Last I knew the devs had done all they could to ensure they were not, however there was no way to make them exactly the same. If you know how to or know someone who does, I am sure the devs would be happy to get some help!

APD should have the advantage due to how easily outnumbered they can get. Most the time from what I have experienced the reason APD seems to always win is because of the communication and team work required by their guidebook. That’s why a gang that isn’t shit usually beats out apd

If you are going to unironically propose the removal of downing rounds from the APD, which in and of itself is a completely and utterly ludicrous idea, what, pray tell, would be the alternative to downing rounds that you would propose? The APD still needs a way to capture criminals and suspects without killing them, especially since we no longer get paid for killing suspects. Also bare in mind that this new way of capturing criminals alive that you'd be proposing would have to be plausible against larger groups of rebels, or suspects who are at longer ranges, so the handgun only is not an option. If you have an alternate idea, I'd love to hear it, though I don't think I would agree with it still.

With APD rules on proper engagement and downing someone without being outnumbered this idea of removing the downing rounds is unrealistic. Especially considering that once we are engaged with a member of a group we are then engaged with every single member of that group in the immediate area.
