can try making process time longer and/or making it so that the bud has a certain chance to grow after a restart instead of it growing each restart. 
this way it will take many more restarts to fill a house with bud, and it will be much riskier and time consuming to process.

won't be perfect but this way people who don't have as much time or will to farm money can still make a little bit of profit every once in a while. I feel like for the rest of the people who regularly play it won't be profitable enough to cover losses and they will have to find an additional source of money, this way it may revive the drug fields and processors.
