Here is one way I would fix Asylum by catering to new players. Because without catering to new players and making them long term players you can make as many changes as you want but if you don't tackle or retain the new players. Might as well just disband the server and call it a day. Since what I saw in Olympus for my 3rd time playing in all my time playing Arma 3 and my true home is Asylum. Here is what I feel needs to be done. This is just one of many ideas.

SAFE ZONES: All Major Cities

Kavala

Therisa

Athira

Pygros

Sofia

The following conditions make SAFE ZONES. Safe.

-Not Wanted.

-No weapon on their person.

-Bounty Hunters are excluded as long as they are not wanted.

-Leaving and entering city without weapon and not wanted.

-Peaceful bystander towards APD and Medic and Civilians.

 

The following conditions make SAFE ZONES. Unsafe.

-Wanted for $2,500 or more.

-Buy a weapon from gun store at the major city.

-Leaving Safe Zone city and coming back with any weapon.

-Shooting at a person not immune while in SAFE ZONE while you were immune.

-Shooting at a APD Officer and Medic while in SAFE ZONE while you were immune.

-Criminals can trigger [ALL OUT WAR] in the city meaning no RDM rules apply and no one is safe in that safe zone. Once per restart just like how turfs work. [7+ Cops must be on to trigger this. All units of the APD must treat it as an EVENT and untrigger the event by going to the NPC that criminals used to trigger the ALL OUT WAR event. 

Summary:  APD and Medics will stay neutral and can be harmed within the safe zone and our role models.

Conditions of triggering: All Out War.

-7 APD Officers online

-Can only be triggered once per restart.

Summary to Devs:

1. I would make a code that will make a radius keeping everyone within those blocks of the city that is a SAFE ZONE safe. If conditions are met that are shown above.

2. Coding used in Turfs but at a bigger scale so people know when All Out War is triggered.

3. People in the safe zone that are not immune of being safe cannot use their weapons on people that are safe. Meaning their weapon will not fire at people that meet the requirements. Only person[s} that can be shot at is APD and Medic and people not deemed safe by the rules and conditions above. Making a code that will disable their weapon from shooting at people that are safe will make cities more safe and less random shooting or toxic behavior. After all its a RP or light RP server. The cities should encourage social circles and places to chill or make friends, allies or foes...

4. Everyone that meets the SAFE ZONE requirements to be immune from dying. Should have their name in GREEN Font until they no longer meet the requirements in the SAFE ZONE or leave. Otherwise their name goes back to normal font color.

I don't think making every major city a safe zone is going to work, ever. At all. In the slightest. It's an idea to drive more RP sure, but I just don't see this happening since Asylum is very much a light RP/very much a pvp-oriented server.

Also, granted this is a first draft, but what happens if I (no weapon, no bounty) get initiated on by someone with a weapon/bounty, and I am able to drive into a city?

dont worry, rando's fire suggestions #3 will have some ways to cater to the players getting spawn killed over and over.
