Even as a career cop I'd like to see the next patch or two focus on rebel life. i mean don't hand them stuff on a silver platter but give them something to do besides prison/fed/bank maybe? Because let's face it cop is getting kinda stale because rebels don't do anything anymore

Even during high pop times I rarely catch people running drugs. It makes it a driving simulator.
