Just make it so as soon as voice is detected in side, it forces the user in Direct. I've seen this script on other servers and it works flawlessly. No accidental side chats, no spams etc.. The phone idea is cool but have you thought about it in combat? Get a team-mate to call the person at the exact time you're about to push him. Its distracting and there should be the option to disable it.
