Why are people suggesting Sofia rebel? The problem is that there's 1 rebel to fight cartels with adding Sofia rebel doesn't fix this issue.

Didn't someone already make a rebel base for Polemistia, north-east of Molos, ready for implementation?

I'm pretty sure I remember seeing one on these here forums, like 3 years ago.
