Hopefully this will cut down on some of the sketchy bounty hunting tactics.  For example the classic "I told you to stop bro, I don't know how you didn't hear me!" after you are downed 100+ yards away while cruising down the highway.

Just get closer to people.  Plus people who have mask on got them at a rebel outpost more than likely.  Just keep an eye on them more.  Not hard at all.

For the bounty hunters, get reported, for the whiners, you get every damned thing else it seems like let something you don't like go through for once. I say damn good, masks are for a reason now you're not going to be able to shoot at me whenever you want to without getting a good id.
