Cop and cartels

I recently fought a cartel with the cops and I feel there needs to be some changes with that mechanic. First is the fact that they can keep coming back fully geared and not lose a penny but possibly gain money. The end of the fight ended with a 1v1 fight between me and a cop. I was in a deer stand and the cop was at the top of the command center and all of my other friends were restrained. ( yes I could have pushed him and I should have but it would probably be death). The cops would keep coming back fully geared and still make money off of it. A change for this may be that they can’t come back. (That would be the simple fix). Or you could make it so they can’t come back full gear (like the equivalent of a sdar for rebel), maybe they come back with pistols or spars, but not mk1 every time. Another mechanic you could implement is that cops spend a little bit of money or don’t make money from fighting cartels. I found it pretty stupid that the cops made money from lethaling and ticketing us from an activity that involves heavy spending on the other team. I’m not sure what a fix for this may be just you have to remember this was originally a rebel activity not a cop activity so the cops should not have the advantage. Another thing is that the cops should only be allowed to use lethal. This would also be a fix for the fact that they keep coming back cause now we can come back too (instead of being restrained) but this would also hurt the financial problem between the 2 teams. (Rebels would spent a shit ton while cops make money from it. And that’s about all, reply to this is you have any other suggestions.

Most cops spawn with a Spar and a pistol for free and have to buy good stuff, although the spar imo is pretty good, Im not sure what higher ups spawn with though. But if cops had no Lethals, that would suck because most of the time when Im a rebel I would rather be lethaled so I don't have to pay a ticket, and also cops need lethals for a few situations. And also, cops coming to a cartel isn't the end of the world, I'm pretty sure they can only do it every so often and hey, they are fighting crime, trying to keep drugs and weapons off the streets.
