Prowler skins

Wondering how I can get the tan prowler skin, ive donated $25 to get the debit card on respawn, then I noticed I get a tan prowler skin with lvl 2 donor. im getting my debit on respawn, but no option to change color when buying a prowler. also looks like you need to craft vehicles to recolor but I dont think you can craft prowlers. help please

As Lucien mentioned, Black is purchasable through Rebel Outpost, while Sand is through Skip Tracer. You must have the appropriate talents and licenses.
