Managed to fix it by changing the player profile. Thanks for all of the suggestions.

Yeah all of my other scroll options appeared I am going to try and switch over to a different profile since that will reset the settings and see if that works.

I have. I have tried changing the presets and everything. Also reinstalled the game to see if that would maybe fix it.

I have been having some issues when trying to access the ATM. Whenever I use scroll wheel at the ATM nothing pops up this also happens whenever I am trying to pickup items off of the ground like say if I die or something and I am trying to pick my food back up nothing pops up. These are the only times it happens though. In order to access the ATM I have to go up to a gas station clerk and such in order to use it. I can also access the stores and stuff. The only time this happens is when I try using the ATM and picking items up off of the ground.
