+1 I really think it's ridiculous that we have to pay huge garage fees for ambulances we have to buy ourselves.
You have to revive 4 people just to break even on taking out your chopper. Why bother? Any place with that much heat isn't safe to bring the bird anyways, not to mention the expenses of random despawns and chop-thieves.
I'm not rank 3 but medic sportbacks would be very welcome. Also maybe some kind of Jaws of Life to pry out unconscious.

I'm not sure how to get it to work either. I purchased a Tow Rope and it gives me the option to 'Attach Tow Rope From' when looking at my heli, but no option to interact with the parcel. I know it's not great money but it's easy and relaxing and I enjoy it.
