Should have Insurance on vehicles but not gang associated ones, should have a garage spawn npc in all towns or have it where you can spawn vehicles at a house you've bought, 5 min bleed out should be upped to 10 min, admins in game should at least try to address a problem instead of just referring a forum or discord, players should have a 10 min timeout if they try to change from civ to APD and vice versa, and more but these are my suggestions
