Cartel Locations

I originally made this post in the wrong spot, I dont use forums much, so here it is in the correct spot. Cartel locations have been in the same spot for a few years now. What are your thoughts on having them move around. Now Im not talking about having them rotate between 2 set locations, more so having cartel locations but having it to where any cartel could spawn in that location ie. drug spawning at oil rig or arms at wongs tower. I think it would spice up the cartel fights. Here are some old and new locations I think would be good to add.

You need to be more specific when making suggestions.
Posting an empty location on the map and expecting us to do the rest just isn't going to work. You can take a look at some of the other suggestions where players are building/designing completed caps.
