Pay off the bounty, don't get caught, make the money in order to pay the bounty off. Keep it the same

If anyone has any tips, I was bounty hunting with a friend of mine and we came across a person with $20,000 bounty locked inside his home with a rifle, shooting us through the window. We downed him, but could not make entry to restrain him, and he healed himself. This process repeated until we were both killed by gang members. Does anyone know how you can lockpick buildings or force entry into a building to arrest a subject?
