Federal Equity Division is predominantly concerned with developing the means, tools and techniques to rob the federal reserve on a regular basis. We are however still a rebel and illegal gang enterprise which means we will still take part and be involved in pursuits which will allow us to facilitate these objectives like Cartel control and gang turf for their consequential benefits of controlling them and the production of the tools to facilitate our objectives like the production of vehicles, weapons and capital. Our objectives are to develop tactics and work along side other gangs and organisations to defeat the government of Altis and the police departments stranglehold over the Federal reserve. To develop a number of strategies and techniques to rob the fed for different sets of circumstances and parameters. To think outside the box with our approach with regards to how we conduct heists and robberies and to come up with creative and varied alternatives to the usual methods and procedures. We aim to empty the fed through guile and subterfuge apposed to force of arms and weight of numbers. We are looking for the right kind of candidates that are interested in the challenge of developing a strategy for consistently and effectively robbing the federal reserve. I currently play on server 4 but if i am successful on #4 i shall bring my campaign to the other servers!. To answer your question Kettles, if the police refuse to implement martial law when it is obviously required i shall deputies the appropriate forces to administer martial law from my own security detachment and give all involved immunity in the form of pardons after martial law das ended. I feel the need to repeat that "Martial law" is a last resort when the police are either absent or obviously outnumbered

i dont see how you have made the connection between my manifesto and the conclusions you have jumped too. Martial law is exactly for situations where rebels, gangs or hobos turn Kavala in to a perpetual war zone. The measures i am suggesting in no way encourage rebels to come to Kavala. I think your comments suggest that you are defensive because you are exactly the kind of Bounty hunter that spends his time hanging out in cities waiting for the bounties to come to you. Wouldn't you appreciate the opportunity to have the support from the police to venture out and take on the big bounties as a deputized agent, or to help clear out the criminal elements from Kavala during martial law while the city is under duress. Obviously politicians have abused the ill informed in politics for centuries now but i am here to not only announce my Candidacy, but to usher in a new form of politics in Altis. A kind of politics that is transparent where policies can be scrutinized and debated. The first stage of this new kind of politics is to layout my political position here in black and white on the forums. I will create an ongoing discourse for politics on the forums. I will encourage people to read my manifesto before voting for me. My policies will reflect what the people want, I will propose a moderate policy and explain clearly why i have made these decisions. TAX So first let me address the Tax. The populist approach towards tax is always 0% tax from all of my competitors. Many people think that tax is just a kickback for the Governor, to pay for their services, but the tax actually has a direct relation to the amount of Dirty money in the Bank of altis and gold bars in the Federal Reserve. I hear time and again from rebels that there is no incentive to rob the Fed and the payout is shit and that the Bank of Altis is allot easier to hold from the police. If the Taxes were higher that would mean higher payouts at the fed and creating an incentive for Gangs to invest their materials and equipment to a heist. Instead of the fed paying out 170k to be shared between 10 people, imagine the payout when dividing 400k or 500k. I dare say that with that kind of potential payout The fed could become a viable element to the endgame activities on the servers again. Another benefit of having a higher tax rate in a competitive free market is that it helps promote subsistence within the population. When guns are cheap and a days hard work seems pointless when a life of crime seems more financially attractive. By raising the tax the Hobos of the island will have less money to buy rooks, ensuring a safer Kavala. It will also promote citizens to engage with more production activities like making vehicles and guns, running oil and just generally engaging in commerce apposed to just buying it. The higher tax rate will also mean a better price for the products which we make and sell to the market, which will in turn, reduce the demand for products and making them cheaper to buy in the long run which is better for the both manufacturers and consumers alike. Therefore i propose a moderate tax rate of 10% to start. This figure is open to debate so please feel free to let me know your views and i will augment my policies to fit the needs of the people. The War On Drugs The war on drugs is a divided issue with many. Some see the pursuit of weed production as harmless. I will Decriminalize weed. My opinion is that the patrolling of the weed fields is a waste of police time and resources which could be better tasked for the protection and defense of our major cities. Towns like Athira, Sophia and even Altis Capital are infested with a criminal element that bangs pistols and rdm's without initiation. To combat this problem i will reinstate the occupation of government and police buildings in these town. I will give powers to the police to deputizes bounty hunters to help clean up these cities.and maintain a presence of authority. Bounty Hunters For many people Bounty hunters are a Nuisance, but when i started on this server i found it a good introduction to the martial matters of the server. If conducted in the correct manner, bounty hunting can be a helpful and noble profession, especially when the police are often so undermanned and i realize that going full cop isn't an option for allot of people. The biggest problem with bounty hunters in my opinion is that they tend to just congregate in Kavala square downing people and snatching them up without initiating properly like it used to be. I will increase the scrutiny upon bounty hunters to make sure that the police are enforcing the restrictions of their licences and make sure any abuse of these rules will result in removal of their licence and possibly prison time if they refuse to pay the penalties for misuse of their weapons. I will also encourage people to report those bounty hunters who do not clearly identify themselves to their potential targets and give them the opportunity to come peacefully. I myself was shot with a downing weapon by a bounty hunter recently when i was unarmed, without a bounty and had my hands on my head. This is an example of how the rules around initiation are being abused. I will attempt to put a stop to these kinds of activities as they are unacceptable. If a target complies with your demands it is considered rdm if you then shoot them, just talking to someone does not give you the green light to then shoot them. I will task bounty hunters contracts during times of duress to help bolster the police force and put them to some good use and get them out of Kavala square. Martial Law During times of duress i want to Governor to be able to issue a state of Martial law where for 15 minutes towns and major cities can be considered red zones. Only when the Governor and the highest ranking police officer online at the time unanimously agree that martial law is the only alternative. During martial law, anyone not inside a house or building and openly brandishing a weapon can be shot on sight. These seem like harsh conditions but recently i have seen Kavala and Pygeros turn in to warzones by RDM'ers and those who would see our beautiful State burn. Prison Sentences i would like to see a change in the way that prison sentences are exercised. Under the current format once you commit enough crimes and you reach your max sentence of 45 mins. I would like to see some changes to the way that some more serious criminals are sentenced. I propose to not change the duration of the sentences but to implement a policy of hard labor for the convicts. For example, while being supervised by a police officer and his deputies (Bounty hunters) convicts could be driven in a hemtt Transport to one of the medium yeild mines where they could mine materials for those officers that are supervising them. This would create an incentive for the officers to supervise them and create some interesting opportunities for rescue attempts instead of the usual jailbreak engagement, to create some variety of experience. I don't think this post was written to state my disappointment, u seem to emphasise on all the negative stuff, I've said lots of positive things about this community, I wouldn't still be here if I didn't like it, I enjoy to write I guess, to have a discourse with people, and hope to have more in the future. It's easy to create any meaning out of an edited text, I guess the main point is the thing that makes this community interesting is the people and if we just boil it down to the mechanics of the game it wouldn't be something I would spend all night discussing on a forum. Again u miss the point, I don't give a shit about the ephedra, I don't rp to get what I want, I rp for the rp. I make way more money making guns and faster than meth and is legal, I have everything in game apart from the donor lvl2 and above, if that is what you took from my post then u didn't get what I have stated time and again. I have had many thoroughly engaging RP experiences since being on Asylum, i seek out interesting stories and ways of engaging with other players From CIV, EMT and police in the past but im finding that there are less and less police that are prepared to engage in any kind of Adequate role play anymore and i find it frustrating that players that chose to play police are less concerned with RP and more concerned with griefing and just getting in to gun fights. I can accept that there are squeekers who will always RDM without and initiation because by their nature they are childish because most of them are children, but people who play the police should hold themselves to a higher standard and lead by example as their roles are by definition layed out with a strict mandate and if they betray that mandate they lose their privilege as being able to play police officers. My reason for this post is because when i first started playing on Asylum i met many police officers who encourage role play to the point where they explained that on Asylum you should be able to role play your way out of anything. I regularly seek out police officers to talk my way out of my bounty with a convincing story, but also for the excitement of spinning a convincing yarn and to engage with other players in a language punctuated with imagination instead of bullets. Tonight i met Lt.Ikon. We met at the ephedra fields where i was collecting samples for my Research in to the pharmacological study of horticultural samples for the medical application of ephedra for a wide range of diseases and ailments which has been proven to be a resilient and promising plant that has many promising pharmacological applications. Rather than engage with me in a interesting RP Lt.Ikon took the stance of "we both know that your going to go make Meth". Obviously as a sane person playing a computer game the only ingame application for ephedra is to make meth, but my contention with Lt.Ikon was his pure abject refusal to really give it a go. I have had many interesting encounters where the rp of police have convinced me to concede my argument and accept their approach to counter my own argument and in those situation i have been more than happy to do my time or take the fine but Lt.Ikon's lack of effort was just down right boring. His argument was based purely on the arbitrary definition that Ephedra is illegal. Now if i has in my truck Ephedra, hydrogen sulfate and phosphorous then i could concede the fact that this is probable cause enough to determine my intentions but i did not. Whats the point of creating a character called "Dr.Strangelove" and researching a convincing story if the police arn't per-paired to at least entertain it? what message are we attempting to say about this server exactly? that i should just farm ephedra with my armed gang? because i could easily take that approach and we would be easily able to repel 5 police officers who would all die a boring and repetitive death. just like we do bank jobs and prison breaks. Instead i took the approach of actually putting some effort in to my engagement and instead of responding in an encouraging manner by attempting to find the holes on my argument, instead of taking a position that is completely unmovable just so you can "win" the argument. if Lt.Ikon feels that is the only way then next time i should just bring a gun and more gangmembers In conclusion i RP because in part im a crap shot, but more importantly because i enjoy the discourse and the interaction. This is exactly the same reason why i play EMT. not to make money because if im being honest i probably lose more money than i make. If i wanted just to have action id play kind of the hill, which i do from time to time, but it doesnt have any longevity. every game i play is persistent because i find it more immersive and the friends you make are more real and there is a real sence of community. Ask yourself, how many friends do you have that you've met online which you speak to on a daily basis have you met playing Koth, or Battlefront or COD? And how many have you met playing on Asylum, whether its while you've been excavating, or running guns or picking apples where u have banded together for the safety in numbers? When you take away the RP from a server like Asylum all your left with is a griefing engine, albeit that is all it is for many people but for me its a real community. I agree, bring back the night! Even if everyone has nvg's it makes it more difficult to spot guillie' sin the undergrowth, limits periferal vision, the kavala pistol bangers rarely had nvg's opting for the cheap ass rook only loadout. More importantly, the world we live in has night! The idea that role play servers exist to create a more authentic experience is redundant if we chose to ignore 50% of the worlds daily conditions is silly. From a personal perspective I also feel safer under the cover of darkness while engaging in illegal activity. And nvg's in well lit areas often means that you have to turn them off or lose a large proportion of the screens contrast ratio which does give an element of subderfuge. Think about the fed or Altus bank, two very well lit areas of the map, I think it would give an advantage to the smaller gangs that can't field the numbers that big gangs can but still want to try heisting. Also tracers are redundant in the day. How more interesting would it be attempting to take a cartel if you could see the position of the campers from their tracers. To finish, bring back the night, a day night cycle shouldn't even be a question. Being in the eu will probably mean I would spend most of my time playing in the dark unless the day night cycle was on a four hour rotation but it's something I'm prepared to endure and let's not pander to the will of all the scared little kids afraid of the dark, most of the people I speak to are in favour of the dark so bring it back, the monocromatic green of nvg's might annoy some people but they always have the option of turning them off and take their chances in the dark, or remove nvg's and bring back the dark so everyone has the same disadvantage. The final option is make nvg's more expensive, like a carrier light so they are an expensive advantage opposed to a standard issue that even the lowliest hobo can afford. When was the last time you saw a RL hobo sporting a pair of Nvg's with his bottle of cheap whiskey sat under a bridge?
