Cartel capping talent? Unless you mean Rebel, i have no idea what you're talking about.

So, maybe i'm missing something here. I'v been trying to capture cartels, but with no luck. I'm in a gang, i have a rebel weapon (katiba), but still aren't capping. Is there something i'm missing?
