Have you tried pinpointing the problem:

  1. Does this only happen at North Rebel?
  2. Does it happen across all 4 servers?
  3. Does it happen regardless of server up-time (like just prior to restarts or constant)?
  4. Have you tried altering your graphic setting?
  5. Have you updated your graphic drivers?
  6. Have you tried turning it off and on again?
  7. Is your PC a bake potato or a regular potato?
  8. Have you tried with a toaster instead?

What kin of reinstall did you do? I suggest a CLEAR one, as in delete EVERY SINGLE Arma 3 file you have.

since i completely reinstalled my Operating system and cleared the hard drives i would say its a fresh install :D

What operating system are you on? Try changing your virtual memory by going to system in your controlpanel, then advanced settings, advanced again, performance, and you should see it. Try playing around with it and see if it changes anything. Keep in mind, that having it too low might cause bluescreens and other problems.
