I have been thinking this over for a bit. I've come to notice a few things:

Cop Buffs:

1. The bank needs an eden work over for cops. Its not a healthy constructive fight for players to hide on the roofs. Put some form of stairs or ramps on both sides of each atm that go straight to the top. In exchange for the rebels you could get rid of the diver swat spawn so its a little more linear for them to plan defense. As a cop rebuttle you can still gather a boat and a diving suit if you feel the need but now you have actually have a chance to rush this place without the bull shit of ladder camping

2. Make the Strider more armored. Whats the point of an armored vehicle thats supposed to be a step up from a hunter if you can just get one tapped out of it? Rebels would gladly fight more cops in CQB if they would stop the direct chat bull shit and actually pull out some vehicles. I can understand why they dont pull them out in there current state.

3. Add more weapons for undercovers. Im sure we could come up with a downing script for a katiba, im sure we could allow them to have tan MX's to blend in with the new bounty hunter wave, and im sure we could return vermins to them (Heard they were removed).

4. Talent overhaul for higher ranks : I also believe the under cover talent system could use some love. Maybe add medics the ability to remove the purple heart timer, drug the ability to get a random ping when a player enters a drug zone, and warrant the ability to search for there warrant twice as fast as a bounty hunter per say  or be able to get new bounties by getting rid of the old one in the phone- they are a professional organization that is supposed to have more experience in this kind of thing and more money invested. These of course would all be end game talents that would require quite the amount of prestige. If this isn't any good then im sorry but you really need to come up with something new for those higher ranks that still take the time to keep the APD in order. It doesn't have to be much but everyone appreciates a little change and a little extra.

 

Rebel Buffs:

1. Get rid of the god damn ladders entirely at the fed. This doesn't serve any purpose here. You took the deer stands away so we couldn't kill you in the masses before you got to the gates. Welp now you can get to the gates easily so whats the point of giving you multiple random access points that would require over ten people to properly station for a full fed. You should be utilizing your strider smoke that you are given from swat , Your snipers in the east hill, and the large over looking towns to the north and south that have full view of the fed. You also have towers at chop shop. There isn't a spot in the fed exuding 2 on every gate that can;t be hit. In exchange I propose they get 2 striders

 

2. Remove the ammo for non donors in donor town. If you don't think being able to purchase guns in donor town is cancerous then remove the ammo for non donors. It was meant for those who donated to have a cheesy way to either kill there rivals , clear rebel , or protect them selves. Return it to that state and the amount of garbage that pursuits it will cease.

 

3. Eventually if possible pursue the idea of removing armor values of all clothing and such. Continue adding any and all clothes that you can. I see that you found a skin for the MX , is there a possibility you might find some other skins for the guns that the rebels posses?

 

4.  Fix some cartel locations using the eden editor. Cartels need to be able to be attacked just as easily as they are defended for it to be an increasingly valued time consumption. Yes it is lucrative and fun, but defending is far too easy and requires far less players and vehicles. I get the idea and point of defending but it needs to be tweaked just a tiny amount to allow different types of attacking. I.e cocaine castle , random meth drug cap,  and so on.

I believe in Asylum clothing doesn't give any armor, only vests do.

Like most of your points. I am however sure they cant make it so non donors cant buy ammo. That would be against the Bohemia policy again and would give donors a in game advantage. Rewards for donating can only be cosmetic or with a certain goal/month reached everyone should profit from the people that donated, like a lot of other life servers are doing right now. 

Talking about Donor rewards, why only give donors skins for useless vehicles, except for the sports hatch? Why not give Donators a few Ifrit/Orca skins? There is plenty of them out there, why not reward the donating players with something that is actually nice to have, instead of a Sky Blue Offroad (?!?)

I think that's fine, since then they have an ability to use but it's not overpowered enough to crawl in anywhere.

1 still means that someone has to play the role of baby sitter. That serves no purpose in theives and military groups

Did a fed as a cop the other day... with these higher ups, and their genius idea of ramping their hunters blindly into the fed, we need all the advantage we can get.

 

But other than that, pretty good suggestions.
