Basically when you scroll wheel and get House options, the game will give you the option to send an "offer" to the current owner if a house is sold, and it will also allow a message. The owner has the choice to accept the offer, OR respond anonymously to the offer with either a price AND a message, or just a price. The entire thing will be anonymous, so that people won't be giving intel on who owns what, but it will also allow real estate transactions to be made without people either having to list the house or people having to do recon to first figure out who owns it. 

add back governor, but remove the taxes and make the paycheak make the 15 minute paycheak bigger, this makes it so you need to be online to get payed

To reiterate it is something ownership monitors closely and will provide you updates as they become available.
 
I won’t weigh In personally but I think I speak for mitch when I say he would love to operate 4 full servers 100% of the time. But it’s a tough decision to be made re-opening a server and it could prove detrimental to server 1 if we open a second server without enough population to sustain them both. (would you rather have 1 server with 120 people playing and 10 spaming in or 2 servers with 65 people on them.)
