The current system has been in place for years and has worked out pretty good. Check the number and with a little common sense you can usually figure it out. If there is a shit ton of cops on, lots of patrols, cops near the area, it was most likely recent. If the cop that marked it is no longer online, low cop population online, etc. it was probably an hour ago. And you can always just ask the cop in TS how long ago it was.
If it ain't broke don't fix it.

As a cop, cops just need to patrol the regular areas more. Patrol Pyrgos, patrol Athira, patrol around fed and bank. Don't camp it but also remember that you can patrol more than just drug fields. Cops literally stick to the same areas these days, I can't remember the last time I saw more than 1 cop at a time in Kavala.
