That has happened to me when I bought a house on sever 4. There are probably crates already in the house, you just can't see them until after a server restart. Once the server restarts, you should be able to place and or see the crates/barrels that are there. However if you want to delete them I believe you have to ask an admin. It will let you delete a crate but once server restarts, it will go back to how the previous owner had it.
