Is there any way to contact the owner of a home that's not for sale to send private offers? Or do I just have to wait until it goes on market, offered here, or they lose it to inactivity?

The only way to do this is make a forums post containing a screenshot of the location of the property you want to buy. Another way is word of mouth from people in game.
