In Kavala, for example, you'll find one right next to the square. Stores are marked on your map, so simply look at them and you'll be able to navigate around the area. The only way you can use the heli crew helmet here is when you wear it in SWAT. Other than that, there is no way of acquiring it. Oh and right now, try not to get a bounty.
