Harvesting organs for blood

I think medics should be able to harvest organs of the people that are dead and being denied a revive by their killers.  The organs then turn into blood bags for the medics to use.  Maybe the player needs to pay a little more for their drivers license if they want to opt out of being an organ donor.  maybe the organs need to be taken to the hospital first for "processing" to be made into blood bags.
