You can rarely get a 7.62 downing. If you do then that means the script is bugged. The downing is only meant for the blufor side when using the laser designator if I am correct.

The laser script only works for the blufor (cop) side, it will only work for civilians when the weapon is picked up directly from a swat member. Even if you get the downing MK from swat once stored or after a restart it becomes lethal again.  7.62 Downing does not work for civilian as it primarily relies on the script cops use not the laser sight itself.
