Yes you can,

You can craft the LIM-85 without arms dealer, but you will need the cartel to buy mags, the MK200 is only craftable with arms dealer(ammo is arms required too)

Yes you can.

Biggest waste of money though, To craft you will have to spend around 65,000. better if you just sell the meth and buy one from rebel.
