Martial law?

All the time i've been here on Asylum, (nearly a year),I've never seen the martial law thing being implemented. If it was, I would like to know why it is'nt anymore. 
But I think it would be a nice idea, if the APD loose control of one of the cities on Altis. 

Just a suggestion, would like feedback

 

EDIT: Maybe something Cpl + or Sgt + could do?

It has to be initiated by captains iirc and most captains are rarely active enough to do so.

Martial Law in Kavala 24/7 PLEASE

We had martial law back in the day, I'm pretty sure Lt+ could initiate it.

Asylum used to have martial law way back in the day but it was removed for obvious reasons. -1
